The quickest way through that area is to jump from the slope and up to the finish without going near the balloons, which means this rule disqualifies a perfectly valid shortcut instead of only what was intended.

Maybe it should be "No running on the top of the level"? Or is that far too obvious of a rule that makes it obvious what we want to disallow?

Seeing as there's a loop, how about "You must run upside down once on each lap"?  That might solve the full race problem, but not the single lap.  It's a start, at least.
